Who operates the service, which courts it answers to, and the commitments we publish so that anyone can hold us to them.

**Quick answer — Who is behind PanamaRegistrar?**

PanamaRegistrar is a domain registration service under Panamanian jurisdiction, paid in crypto with no ID upload: we act on Panamanian court orders, not on unverified complaints. It is operated by **DomaineGoat LLC**, a company incorporated in Panama, through an ICANN-accredited registrar partner. As of October 2026 it sells 43 extensions, a .com at $11.99 a year.

## Why a site about procedure?

Most registrars publish prices and a list of features. The questions that matter when something goes wrong are elsewhere: who can make the registrar suspend a domain, who can obtain the owner's details, and how long each step takes. PanamaRegistrar answers those questions first, in writing, with the law behind each answer.

The core rule fits in one line: **we act on Panamanian court orders, not on unverified complaints**. The [takedown procedure](https://panamaregistrar.com/takedown-procedure/) shows each step, the [court orders](https://panamaregistrar.com/court-orders/) page explains how a foreign judgment becomes enforceable in Panama, and the [data disclosure](https://panamaregistrar.com/data-disclosure/) page lists the only routes by which the data we hold leaves us.

## What we promise, and what we do not

We promise a procedure, not an outcome. A complaint alone does not suspend a domain. A court decision does, once it is Panamanian or recognised in Panama. Phishing, malware, botnets and fraud that takes money from victims are suspended within 24 hours of a well-documented report; child sexual abuse material is handled immediately, and the URLs are reported to NCMEC.

We do not promise that a domain can never be taken down. We are one of four layers. Our ICANN-accredited registrar partner answers to the courts of its own country. The registry of each extension sits in its own country and applies its own law: a .com is run by Verisign in Reston, Virginia, a .de by DENIC in Frankfurt. Your hosting provider answers to the law where your server is. The [registrar, registry and host](https://panamaregistrar.com/guides/registrar-vs-registry-vs-host/) guide explains who can act at each layer.

## What do we publish so you can check us?

Five documents, each on a stable page:

- the [takedown procedure](https://panamaregistrar.com/takedown-procedure/), with the time limit of each step;
- the [complaint handling rules](https://panamaregistrar.com/complaints/), by type of complaint;
- the [registry jurisdiction index](https://panamaregistrar.com/registry-jurisdiction/), built from the IANA root database for all 43 extensions we sell;
- the [transparency report](https://panamaregistrar.com/transparency/), every quarter, first edition January 2027;
- the [official facts page](https://panamaregistrar.com/llm-info/) and [pricing.json](https://panamaregistrar.com/pricing.json), with every price.

When a rule changes, the page shows the new date. We do not delete old commitments silently.

## What do we know about our customers?

One verified email per domain: it is the only contact data we collect, and it is required, because ICANN rules require the registrant's email to be verified within 15 days. The domain is in your name. No ID document, no selfie and no ID number are asked, and we do not ask for a phone number or a postal address. The account is identified by a random number. The [what we hold](https://panamaregistrar.com/what-we-hold/) page lists every item, where it is kept and who can obtain it.

This matters for the procedure: an order addressed to us can only reach what we hold. The registry of a thick extension such as .org, and our registrar partner, keep their own registration records under their own rules. The .com and .net registries are thin and receive no registrant contact data. With the optional [Domain protection](https://panamaregistrar.com/domain-protection/), the domain is registered in our company's name instead of yours.

## Who should not use PanamaRegistrar?

Anyone planning phishing, malware, botnets, fraud or child abuse. These are named in our [acceptable use policy](https://panamaregistrar.com/acceptable-use-policy/), suspended on documented evidence, and reported where the law requires it. Panamanian jurisdiction is not a shelter for them, and we say so on every page that describes our policy.

Also anyone who needs a .us, .eu, .fr, .it or .ca domain: those registries require a local link we cannot provide, so we do not sell them.

## Frequently asked questions

### Is PanamaRegistrar a company?

PanamaRegistrar is the brand. The operating company is DomaineGoat LLC, incorporated in Panama, which signs the terms of service with each customer. It holds no ICANN accreditation of its own: domains are registered through our ICANN-accredited registrar partner, shown in the RDAP record. Legal requests about our service go to DomaineGoat LLC, at the addresses on the [contact](https://panamaregistrar.com/contact/) page.

### Is the service offshore?

Yes, in the plain sense: the operating company is in Panama, and Panamanian courts decide on takedowns and disclosure for what we hold. It does not change the law of each registry, of our registrar partner or of your hosting provider; see [offshore domain registration](https://panamaregistrar.com/offshore-domain-registration/).

### Do you have other brands?

DomaineGoat LLC operates other domain registration sites under different names, with the same company policy. This site does not link to them, and its content is written for its own subject: jurisdiction and procedure.

### How do I check that a rule is really applied?

Read the [transparency report](https://panamaregistrar.com/transparency/). It counts complaints received, refused and acted on, court orders by origin, data requests by country and outcome, and UDRP cases. The first edition covers launch to 31 December 2026 and is due January 2027.
