A service in Panama changes who can make *us* act. It does not change the registrar of record, the registry, your host, or ICANN's rules. This page separates the four layers.

**Quick answer — Who decides a takedown for an offshore domain under Panama law?**

For a domain registered through **PanamaRegistrar**, our own takedown and disclosure decisions follow Panamanian court orders, not foreign complaints. Our ICANN-accredited registrar partner, the registry of each extension and your host still apply their own countries' law, and ICANN rules and the UDRP still apply. A .com costs $11.99 a year, as of October 2026.

## What is offshore domain registration?

Offshore domain registration means the company you register through is based outside your own country and outside the countries where most complaints come from. Its home country decides which courts and authorities can compel it.

PanamaRegistrar is a domain registration service under Panamanian jurisdiction, paid in crypto with no ID upload: we act on Panamanian court orders, not on unverified complaints. The operator, DomaineGoat LLC, is a company incorporated in Panama. Domains are registered through our ICANN-accredited registrar partner.

Offshore registration is about procedure: who must be convinced, and through which court, before we act. It is not a way to place a site outside the law.

## What changes when the registrar is in Panama?

Two decisions move to Panama: whether we suspend a domain after a complaint, and whether we release what we know about you.

- **Takedowns.** Copyright, defamation, political or competitor complaints need a decision from a Panamanian court. A complaint alone does not suspend a domain.
- **Foreign judgments.** A judgment from another country must first be recognised in Panama, through exequatur, before it binds us.
- **Disclosure.** We release the data we hold only when Panamanian law requires it (a Panamanian court or prosecutor's order), or in a UDRP case. The prosecutor's orders concerned are Ministerio Público preservation or production orders (Code of Criminal Procedure Arts. 338-A and 338-C). A foreign lawyer, a private company or a foreign government needs Panamanian legal process.
- **Checks.** Our rule: we confirm every order with the court or prosecutor's office that issued it, through its official contact details, before acting. With Domain protection, every complaint is also read by a person before any action on the domain.

Two Panamanian texts frame this. Under Arts. 155–157 of Law 61 of 2015 (the Private International Law Code), a foreign judgment is filed with the Fourth Chamber of the Supreme Court of Justice. The court checks that the foreign court was competent, that the defendant was served and could defend, that public order is respected, and that the copy is authentic and translated into Spanish. Law 81 of 2019 on personal data, in force since 29 March 2021, requires data holders to answer competent judicial authorities and rules out bulk requests (Art. 24).

The full legal basis is on [Panama domain law](https://panamaregistrar.com/panama-domain-law/). The step-by-step handling is on the [takedown procedure](https://panamaregistrar.com/takedown-procedure/) page.

## What does Panama law not change for your domain?

Five things stay exactly as they are, wherever we are incorporated.

1. **Registry law.** Each extension has one registry, in one country, which keeps its own copy of every registration. Verisign, the .com and .net registry, is in Reston, Virginia; a US court can order it to act on a .com directly. Its .com and .net records are thin and hold no registrant contact data.
2. **Our registrar partner's law.** The registrar of record, shown in RDAP, keeps its own legal duties and abuse contact, and a court of its own country can order it.
3. **Hosting law.** Your content sits on a server run by a hosting company. That company answers to the law of its own country and can remove content or close an account without the registrar.
4. **ICANN duties.** Every accredited registrar, our partner included, verifies the registrant's email within 15 days, acts on well-documented DNS abuse, and deposits registration data in escrow.
5. **UDRP and URS.** Trademark disputes follow ICANN's policies: the domain is locked within 2 business days of the provider's request, and the panel decision is applied.

None of these five depends on Panamanian law, and no registrar can switch them off.

## Service, registrar, registry, host: four layers, four jurisdictions

A website depends on four companies. Choosing PanamaRegistrar moves only the first one.

| | PanamaRegistrar (DomaineGoat LLC) | Our registrar partner | Registry (e.g. Verisign for .com) | Host (your server provider) |
| --- | --- | --- | --- | --- |
| What it does | Sells the domain, keeps your account, manages DNS settings | Registers the domain with the registry as registrar of record (shown in RDAP) | Runs the extension's database and its name servers | Stores and serves your site's files |
| Law that applies | Panama | Its own country's law and its ICANN contract | The registry's country (US for .com, Germany for .de) | The host's country |
| What it can do to your site | Have the domain suspended; release the data it holds | Suspend, lock or transfer the domain at its level | Put the domain on hold, change or transfer it | Remove content or close the account |
| What makes it act | A Panamanian court order, or a documented report in the strict exceptions | ICANN rules, its own abuse policy, or a court of its own country | Its own policy, or a court in its own country | Its own terms, or local law and notices |
| Who controls it | DomaineGoat LLC | Not us: an ICANN-accredited registrar we work with | Not us | Not us |

## Can a foreign court still take my domain?

Yes, through the registry, when the registry sits in that court's country. A .com is the clearest case: Verisign is a US company, so a US court can order a .com placed on hold or transferred without asking us. A court in our registrar partner's country can also order it directly.

The choice of extension therefore matters as much as the choice of registrar. IANA, which keeps the root zone database, lists the manager of each extension. Some examples, checked 19 October 2026:

- **.com, .net, .org, .app, .dev, .xyz**: managers in the United States.
- **.de**: DENIC eG, Germany. **.nl**: SIDN, Netherlands. **.ch**: SWITCH, Switzerland.
- **.online, .store, .tech**: Radix, Cayman Islands. **.link**: Nova Registry, Malta.
- **.co**: the ICT ministry of Colombia. **.me**: the Government of Montenegro. **.ai**: the Government of Anguilla.

The [registry jurisdiction index](https://panamaregistrar.com/registry-jurisdiction/) covers all 43 extensions we sell. The long answer, case by case, is in [can a foreign court seize my domain?](https://panamaregistrar.com/guides/can-a-foreign-court-seize-my-domain/).

## How do foreign authorities reach a service in Panama?

Through Panamanian legal process, which exists and works. Offshore does not mean out of reach.

- **Treaties.** The US–Panama Mutual Legal Assistance Treaty has been in force since 6 September 1995. The Budapest Convention on Cybercrime has applied to Panama since 1 July 2014. Both let a foreign authority ask Panama for evidence.
- **Panamanian prosecutors.** Since Law 478 of 2025, the Criminal Procedure Code lets the Public Prosecutor's Office order data to be preserved and order a provider to produce data it holds (Arts. 338-A to 338-C).
- **Courts.** A civil judgment from abroad goes through exequatur before the Supreme Court, as described above.

What a foreign lawyer's letter or a private notice cannot do is skip these steps. How we answer authorities is set out on [law enforcement](https://panamaregistrar.com/law-enforcement/), and every request will be counted in the [transparency report](https://panamaregistrar.com/transparency/).

## Who is offshore domain registration for?

It suits people whose risk is a complaint, not a crime.

- **Publishers, journalists and researchers** who expect takedown demands and want a written rule on what happens next.
- **Businesses** that want one named country, Panama, to decide on disclosure.
- **Crypto projects** that pay in stablecoins or BTC and do not want a card or an ID upload.
- **Lawyers and compliance teams** who need to know where a court order must come from.

It does not suit anyone planning phishing, malware or fraud. Those cases are suspended on a well-documented report, without a court, and reports are counted in our [transparency report](https://panamaregistrar.com/transparency/), published every quarter from January 2027.

## How much does offshore domain registration cost?

One yearly price per extension, the same to register, renew and transfer. Every price is on the [price list](https://panamaregistrar.com/pricing/).

| Extension | Per year | Registry country (IANA) |
| --- | --- | --- |
| .com | $11.99 | United States |
| .net | $12.99 | United States |
| .de (Domain protection included) | $36.99 | Germany |
| .co | $31.99 | Colombia |
| .me | $18.49 | Montenegro |
| .online | $31.49 | Cayman Islands |
| .ch (Domain protection included) | $41.49 | Switzerland |

Domain protection, which registers the domain in our company's name, costs +$29 per year and per domain on top of these prices. Payment in crypto only: BTC, USDT, USDC, ETH, SOL, LTC, minimum top-up $25.

> **What offshore registration does not promise** It does not make content lawful, it does not stop a registry, our registrar partner or a host, and it does not stop a UDRP decision. It means that PanamaRegistrar itself acts on Panamanian court orders, on its published exceptions, and on ICANN duties, and on nothing else.

## Offshore domains under Panama law: questions

### Is PanamaRegistrar an offshore service?

Yes, in the plain sense: the operator, DomaineGoat LLC, is incorporated in Panama, so Panamanian courts decide when we suspend a domain or release the data we hold. It holds no ICANN accreditation of its own: domains are registered through our ICANN-accredited registrar partner, shown in the RDAP record. The registry of each extension stays in its own country. See the [registry jurisdiction index](https://panamaregistrar.com/registry-jurisdiction/).

### Does an offshore registrar protect me from a DMCA notice?

It changes who receives it and what follows. A DMCA notice is a US procedure aimed mainly at hosts; for us it is a complaint like any other, logged and forwarded to the holder, with no takedown without a Panamanian court decision. Your host and the registry may still act under their own law. Details: [DMCA notices](https://panamaregistrar.com/dmca-notices/).

### Is offshore domain registration legal?

Yes, for lawful use. Choosing a registration service in another country is ordinary commerce, and the same ICANN rules apply. What you publish stays subject to the law of the places where you live and where your audience is. Read [offshore domain law: what stays illegal](https://panamaregistrar.com/guides/is-offshore-domain-registration-legal/). This is not legal advice.

### Which extension is best for an offshore registration?

One whose registry sits outside the country you expect complaints from. A .com is reachable through Verisign by US courts; a .ch is run from Switzerland; .online is managed from the Cayman Islands. Check each one in the [registry jurisdiction index](https://panamaregistrar.com/registry-jurisdiction/) before you buy, because the registrar cannot override the registry.

### Does offshore registration hide my identity?

Not by itself. The only contact data we collect is one verified email per domain, and public WHOIS/RDAP privacy is free where the extension allows it. To take yourself out of the registration entirely, add Domain protection (+$29/year), which registers the domain in our company's name, so your email is not sent to the registry. See [Domain protection](https://panamaregistrar.com/domain-protection/).

### What happens if a Panamanian court orders a suspension?

We apply it. Our rule: we confirm every order with the court or prosecutor's office that issued it, through its official contact details, before acting. We then act on the domain named in the order and tell you before any action on your domain, unless the law or the court order forbids it. Court orders are counted in the transparency report, split between Panamanian orders, foreign orders recognised by exequatur, and foreign orders without it, which we refuse. See [court orders](https://panamaregistrar.com/court-orders/).

### Can I move an existing domain to an offshore registrar?

Yes, by transfer. Unlock the domain at your current registrar, get its EPP code, and start the transfer from our client area. A transfer costs one year at the transfer price, which equals the registration price; a generic extension gains one year, a .ai is billed 2 years (transfer + 1 renewal), another country code depends on its registry. Leaving us later is free: the code is free, from your account, at any time, except in the 60 days after a registration or a transfer (ICANN Transfer Policy) and while a UDRP or court lock applies.
