Trademark disputes over a domain name follow ICANN's procedures, not our complaint track. These are the deadlines, what we send, and when you hear from us.

**Quick answer — How does PanamaRegistrar handle UDRP and URS complaints?**

**PanamaRegistrar** applies the UDRP and the URS as ICANN requires of every registrar, as of October 2026. For a UDRP complaint, we lock the domain within 2 business days of the provider's request and tell the holder once the lock is on. Under the URS, the registry locks within 24 hours and the holder has 14 days to respond.

## UDRP and URS deadlines

| Attribute | Value |
| --- | --- |
| UDRP lock | Within 2 business days of the provider's verification request (UDRP Rules, para. 4(b)) |
| Notice to the holder | After the lock is applied, never before (UDRP Rules, para. 4(b)); then before any action on your domain, unless the law or the court order forbids it |
| UDRP response | 20 days from the start of the proceeding |
| UDRP decision applied | After a 10 business day wait for a court filing (UDRP Policy, para. 4(k)) |
| URS lock | By the registry, within 24 hours of the URS provider's notice (URS Procedure 4.1) |
| URS response | 14 calendar days from the notice of complaint (URS Procedure 5.1) |
| URS standard and remedy | "Clear and convincing evidence"; suspension for the rest of the registration period |
| Country-code domains | The registry's own dispute policy applies |

## What are the UDRP and the URS?

They are ICANN's two procedures for trademark disputes over a domain name, decided by panels outside any court.

The **Uniform Domain-Name Dispute-Resolution Policy (UDRP)** applies to generic extensions such as .com, .net and .org. A panel can order the domain transferred or cancelled. The procedural Rules in force apply to complaints filed since 31 July 2015.

The **Uniform Rapid Suspension System (URS)** applies to the newer generic extensions, such as .app, .xyz or .shop. It is faster and narrower. The only remedy is suspension, and the complainant must meet a higher burden of proof.

Both apply to our domains through the ICANN accreditation of our registrar partner. They are the one route by which a complaint about a name, rather than a court order, changes a registration. Content complaints follow a different [complaint procedure](https://panamaregistrar.com/complaints/).

## How fast is a domain locked after a UDRP complaint?

Within 2 business days of the provider's verification request. Paragraph 4(b) of the UDRP Rules sets that deadline, and the request itself asks for the lock (para. 4(a)).

The Rules define the lock narrowly. It prevents changes to the registrant and registrar information. It does not stop the domain from resolving, and it does not stop a renewal. Your website and email keep working.

Two other limits apply during the case. Under paragraph 8(a) of the Policy, the domain cannot move to a new holder while the case is pending. The bar lasts until 15 business days after it ends. A transfer to another registrar is also blocked while the lock is on.

## What do we give the dispute provider?

We confirm the lock and the registrant details we hold, and nothing beyond what the Rules require.

- **Standard registration.** You are the registrant of record. The provider receives your registrant record, including the verified email of the domain.
- **With Domain protection.** DomaineGoat LLC is the registrant of record. The provider receives our company's details, as for any registrant. Your own data is released only under our [data disclosure](https://panamaregistrar.com/data-disclosure/) rule.

Everything we send is logged and counted in the [transparency report](https://panamaregistrar.com/transparency/).

## When is the domain holder told?

As soon as the lock is on. The UDRP Rules forbid the registrar to notify the respondent before the lock is applied (para. 4(b)), so the order is fixed.

Our message goes to the verified email of the domain. It contains the complaint we received, the provider's name and case reference, and the response deadline. The provider also notifies the respondent formally.

Under the URS, the provider sends the notice of complaint within 24 hours of the registry lock (URS Procedure 4.2). It also notifies the registrar of record (4.4), our registrar partner, which passes it to us. We forward it to you before any action on your domain, unless the law or the court order forbids it.

## How does a dispute work when Domain protection is on?

The complaint names our company, and we pass it to you, the beneficial owner, who can answer it.

With [Domain protection](https://panamaregistrar.com/domain-protection/), DomaineGoat LLC is the registrant of record. The registry and WHOIS/RDAP show our company, so a complainant files against it. We forward the full complaint and every later filing to your verified email.

You decide whether to defend the domain, and you write the answer. The decision will name our company as the respondent of record.

One practical limit: the lock blocks changes to registrant data. A domain cannot be put back in your own name while the case is open. Ask for that before any dispute, if you want it. The option costs +$29 per year and per domain, listed with every extension on the [pricing page](https://panamaregistrar.com/pricing/).

## How is the panel's decision applied?

We apply it after the waiting period, unless you show us that you have gone to court.

The provider sends us the decision. We then tell the parties, the provider and ICANN the date on which we will implement it, within 3 business days. If the panel orders a transfer or a cancellation, paragraph 4(k) of the Policy makes us wait 10 business days.

After that wait, a transfer goes to the complainant's registrar and a cancellation deletes the registration. If the complaint is denied, the lock is released and the domain is yours as before. Under the URS, the registry suspends the domain for the rest of its registration period (URS Procedure 10.2). The complainant may extend it by one year at commercial rates (10.3).

## How can a UDRP or URS decision be challenged?

By a court action for the UDRP, and by an appeal or a late response for the URS.

- **UDRP.** Paragraph 4(k) lets either party take the dispute to a court of competent jurisdiction. You may send us official proof within the 10 business days, such as a file-stamped copy of a complaint against the complainant. We then do not implement the decision. It waits for a settlement, a dismissal or a court ruling.
- **URS appeal.** Either party can seek a de novo appeal on the existing record (URS Procedure 12.1). It must be filed within 14 days of the determination (12.4).
- **URS default.** A holder who did not respond can still file a response for up to six months after the notice of default. A six-month extension can be requested (6.4).

Filing a URS appeal does not change where the domain points while it runs (12.3).

## UDRP or URS: what differs?

| | UDRP | URS |
| --- | --- | --- |
| Extensions | Generic extensions (.com, .net, .org …) | Newer generic extensions |
| Who locks | The registrar of record (our partner, at our request) | The registry |
| Lock deadline | 2 business days | 24 hours |
| Time to respond | 20 days | 14 calendar days |
| Burden of proof | The three elements of the Policy | Clear and convincing evidence |
| Remedy | Transfer or cancellation | Suspension for the rest of the term |
| Challenge | Court action; decision held if filed within 10 business days | De novo appeal within 14 days; late response up to 6 months after default |

## What about country-code domains such as .io or .de?

They follow their registry's own dispute policy, not the UDRP or URS by default. ICANN states that its URS processes do not apply to any country-code extension, naming .us, .de and .uk as examples.

Some country-code registries have adopted the UDRP; others run their own procedure or leave disputes to national courts. We follow the lock and decision steps of the registry's policy. Each registry applies the law of its own country, listed in the [registry jurisdiction index](https://panamaregistrar.com/registry-jurisdiction/).

The 12 extensions sold with Domain protection only (.de, .uk, .nl, .cc, .to, .ch, .pl, .be, .at, .cz, .nz, .fi) are all country-code extensions. A dispute over one of them names our company, as registrant of record.

## UDRP and URS: questions

### Does a UDRP complaint take my website offline?

No. The UDRP lock blocks changes to the registrant and registrar data, but it does not affect the domain's resolution or its renewal. The website and email keep working while the case runs. Only a URS determination suspends the domain, and only once the examiner rules for the complainant.

### Will you warn me before you lock the domain?

No. The UDRP Rules, paragraph 4(b), forbid the registrar to notify the respondent before the lock is applied. We lock within 2 business days of the provider's request and write to the domain's verified email straight after. The provider also sends you a formal notice.

### Can I move the domain to another registrar during a UDRP case?

No. The lock prevents changes to registrar and registrant data while the case is pending. Paragraph 8(a) of the Policy also bars a transfer to a new holder until 15 business days after the case ends. Once the case is closed and the lock is released, your transfer code is free, from your account, at any time, except in the 60 days after a registration or a transfer (ICANN Transfer Policy) and while a UDRP or court lock applies.

### How long do I have to go to court after a UDRP loss?

10 business days from the moment we are told of the decision. Paragraph 4(k) of the Policy says we wait that long before a transfer or cancellation. Send us official proof, such as a file-stamped copy of your court complaint, within that period. We then hold the decision until the case is settled, dismissed or decided.

### Who answers a UDRP complaint against a domain with Domain protection?

You do, if you choose to. The complaint names DomaineGoat LLC, the registrant of record, and we forward it to your verified email at once. You decide whether to answer, and what to say. The decision names our company, and we apply it like any other.

### Does the UDRP apply to Panama law at all?

The UDRP is a contract-based procedure. Every registrant of a generic extension accepts it through the registration agreement, and every accredited registrar must apply it. It sits beside national law: a court in a competent country can still hear the dispute, before or after the panel.
